env-localctl

根据环境契约与环境值/密钥引用，对本地开发环境进行初始化、诊断与修复；生成 .env.local 文件，并对 docs/context/env/effective-* 进行脱敏处理。当本地环境出现故障或需要同步时，可借助这些工具快速恢复。
