Essential Rules
Rule 1: Always Use Checkpoint
Save progress after each TDD phase to .forge/progress/{ID}/checkpoint.json.
Rule 2: Follow TDD Strictly
Never skip phases: RED → GREEN → REFACTOR
Rule 3: Meet Quality Gates
