Evaluation scope (observation mode):
- •Top-level directory existence and purpose
- •Major module presence as declared in ARCH_INDEX.md
- •Orphan top-level directories not in ARCH_INDEX
- •Duplicate responsibility indicators across modules
- •Structural invariants declared in repo-local CLAUDE.md
Do NOT evaluate (yet):
- •Deep file naming conventions
- •Minor file-level rules
- •Internal submodule structure
- •Runtime behavior or correctness
If a rule is not explicitly defined, it does not exist.
If placement, naming, or responsibility is ambiguous, report it as ambiguity.
Absence of justification is failure.
Output must strictly conform to output.schema.json. No additional text is permitted.
