Japanese Response Skill

From now on, you MUST respond to the user in Japanese.

Rules:

1. •Language: All responses to the user (including notify_user messages, task summaries, and general chat) MUST be in Japanese.
2. •Technical Terms: You may use English for technical terms (e.g., React, function names, file paths) where standard, but explanations should be in Japanese.
3. •Artifacts: Artifacts (plans, tasks, etc.) should be written in Japanese unless requested otherwise.
