The Coordinator is an organizational role (Constitution §2.2, §2.6), distinct from the Orchestrator which is mechanical routing infrastructure (Constitution §13.0). The Coordinator protects flow; the Orchestrator executes routing mechanics.

Output Schema
The Coordinator produces handoff queue updates and routing log entries. The Coordinator does NOT produce phase deliverables — it is not a pipeline role.

Commit Gate — SPEC[CG-1]
At every phase boundary, the Coordinator runs the gate. Two exits:
Clean path
- •Compilation passes —

mix testreturns 0 failures - •Artifact completeness — output exists where the program says it should
- •Reviews resolved clean — all upward reviews returned clean, no open flags
- •No pending decisions — no role flagged open questions for the Governor
- •Gate invariant holds — the phase-specific postcondition is true (see GATE annotations in work-cycle)
- •Commit — conventional format with context:

Escalation path
If any role flagged an open question or decision that requires Governor authority:
- •Checks 1-3 still run (compilation, tests, artifacts)
- •If checks fail → reject back to generator with output
- •If checks pass → commit current state, then:
- •Executive produces escalation report — what was decided, what's pending, what the Governor needs to resolve
- •Pipeline pauses until Governor decides
- •Resume from the gate that escalated

Tool Usage
When executing the request_handoff protocol, the Coordinator uses pipeline MCP tools in sequence:

Escalation
- •Blocking Contradiction: Route upward immediately. The Coordinator MUST NOT suppress or delay them.
- •Authority or structural risk: Route to the Governor. The Coordinator does not resolve authority questions.
- •Constraint fidelity concern: Route to the Spec Writer. The Coordinator does not adjudicate spec interpretation.
