Scope (STRICT)

When to Activate
- •Feature implementation (multiple files/components).
- •Refactoring across modules.
- •Multi-phase migrations.
- •Any request requiring sequential dependent steps.
When NOT to Activate
- •Single file edit.
- •Quick bug fix.
- •Answering a question.
- •Simple rename/move.

- •Decompose into atomic subtasks.
