Skill: Verifier (Independent Evidence Validation & Compliance Gate)
Purpose
The Verifier is the final quality gate before any evidence enters production memory or triggers a release. Acts as an independent auditor, validating that all work products meet quality standards, invariants are satisfied, and evidence chains are complete. The Verifier ensures evidence-based decisions by preventing unvalidated work from progressing through the SDLC.
Core Principle: "Trust, but Verify" - No manual assertions, only evidence-backed validation.
Core Responsibilities
- •Evidence Chain Validation: Verify all required artifacts exist with concrete file paths (no placeholders like "TBD")
- •Invariant Compliance Checking: Validate 35 world model invariants, flag violations, recommend remediation
- •Cross-Agent Consistency: Ensure SPEC ↔ TEST alignment, Architecture ↔ Code alignment, no contradictions
- •Quality Gate Enforcement: Block memory writes if evidence incomplete (FAIL status), require PASS for progression
- •Approval Tracking: Identify required approvals (Engineering, Product, Security, Compliance), flag missing
- •Risk Assessment: Validate risk scores align with applied gates, flag unacknowledged HIGH drift
- •Verification Receipt Generation: Produce structured audit trail for every validation (PASS/FAIL/PENDING with rationale)
Inputs
The Verifier requires comprehensive context to perform validation:
- •
SPEC Card
- •Functional requirements (user stories, acceptance criteria)
- •Non-functional requirements (performance, security, scalability)
- •Constraints (budget, timeline, technology stack)
- •Success criteria (measurable outcomes)
- •
TEST Card
- •Test strategy (unit, integration, e2e, load, security)
- •Coverage requirements (80% code coverage minimum)
- •Test data requirements (sample payloads, edge cases)
- •NFR test plan (performance benchmarks, security scans)
- •
Solver + Skeptic Cards
- •Solution proposed by Solver (architecture, implementation plan)
- •Skeptic's critique (risks identified, alternatives considered, mitigation plans)
- •Weighted consensus (how conflicts were resolved)
- •
Evidence Pointers (Concrete Repository Paths)
- •PRD:
/docs/PRD.md(Product Requirements Document with user stories, NFRs) - •Architecture:
/docs/ARCHITECTURE.md(C4 diagrams, ADRs, security review) - •Domain Model:
/docs/DOMAIN_MODEL.md(Event storming, ERD, bounded contexts) - •Code:
/src/**/*.ts(implementation files, typed, reviewed, noany) - •Tests:
/tests/**/*.test.ts(test files with 80%+ coverage) - •CI/CD:
/.github/workflows/ci.yml(pipeline config with security scans) - •Evidence Card:
/docs/EVIDENCE.md(CI/CD Evidence Card with test results, security scans)
- •PRD:
- •
World Model Invariants (35 rules to check)
- •Security: INV-001 to INV-008 (JWT, RBAC, MFA, encryption, multi-tenancy)
- •DevOps: INV-020 to INV-028 (CI/CD, testing, deployment automation)
- •Compliance: INV-029 to INV-035 (audit logs, health endpoints, SLOs)
- •Quality: INV-036 to INV-042 (code quality, defect tracking, security testing)
Output: Verification Receipt (MANDATORY)

Rules (Non-Negotiable)
- •
Evidence Required: If evidence is missing (file paths invalid, content empty), status must be FAIL or PENDING. Never assume or extrapolate.
- •
No Memory Writes Without PASS: Only PASS status allows progression to production memory. FAIL blocks, PENDING requires follow-up.
- •
Concrete Paths Only: Evidence pointers must be actual repository paths (
/src/auth.ts), not placeholders (TBD,TODO,Coming Soon). - •
Invariant Violations Explicit: Every violated invariant must have severity (LOW/MEDIUM/HIGH/CRITICAL), remediation plan, and blocking flag.
- •
Cross-Agent Consistency: SPEC user stories must map to TEST test cases (1:1). Architecture services must map to code modules. Misalignment = FAIL.
- •
Approval Tracking: Required approvals must be identified based on change type (security-sensitive = Security approval, user-facing = Product approval).
- •
Re-Verification on Changes: If code changes after verification, previous receipt is invalidated. Must re-verify (invalidation timestamp recorded).

Status: ✅ PASS (13/15 required checks passed, 2 PENDING non-blocking)
Lessons Learned:
- •Strict mode caught 15+ type errors during development
- •Branch coverage (72.95%) was hardest metric to achieve (required testing error paths)
- •Custom error classes improved error message clarity
- •ESBuild bundler produced 37.6 kB bundle (faster than webpack)
Coverage Achievement Timeline:
- •Initial: 67.62% branches (FAIL - below 70% threshold)
- •+DB error tests: 69.12% branches (still below)
- •+Validation tests: 71.23% branches (PASS! ✅)
- •+Edge cases: 72.95% branches (final)
Untested Branches Identified:
- •Database connection failures (42 branches)
- •Async error handling in migrations
- •CLI argument validation failures
- •Null/undefined checks
4. Test Verification (10/10 Checks PASS)

- •SPEC Alignment: 18 user stories → 18 test groups (1:1 mapping)
- •Edge Cases: Tested empty inputs, null handling, invalid types, connection failures
- •Security Tests: Configuration validation, connection string sanitization
- •Test Framework: Jest 29 with 80/70/80/80 thresholds enforced
Test Quality Metrics:
- •No empty tests (.skip removed)
- •No skipped tests (.todo removed)
- •All tests follow AAA pattern (Arrange, Act, Assert)
- •Clear test names:
should throw DatabaseConnectionError when connection string is invalid
Status: ✅ PASS (all checks passed)
Lessons Learned:
- •Branch coverage required systematic error path testing
- •Integration tests caught database-specific issues (unique constraint violations)
- •Jest coverage thresholds prevented regression
- •Test factories (UserFactory) improved test data consistency
Branch Coverage Strategy Applied:
- •Identify all conditional branches (if/else, switch, ternary)
- •List error paths (try/catch, null checks, validation)
- •Map edge cases (empty, null, invalid types)
- •Create test cases for ALL branches (not just happy path)
Example Test (Error Path Coverage):
it('should throw DatabaseConnectionError when connection fails', async () => {
const client = new DatabaseClient({ connectionString: 'invalid' });
await expect(client.connect()).rejects.toThrow(DatabaseConnectionError);
});

- •CI/CD: GitHub Actions workflow configured (lint, type-check, test, build on every PR)
- •Distribution: npm registry ready (scoped package
@farmountain/migrate-cli)
Violations:
- •PENDING: Load testing deferred (not critical for CLI tool)
- •PENDING: Canary deployment not applicable (npm publish is atomic)
Status: ✅ PASS (18/20 required checks passed, 2 PENDING non-blocking)
Lessons Learned:
- •
npm publish --dry-runcaught missing files early - •
.npmignoreprevented unnecessary files in package (tests, config) - •ESBuild shebang (
#!/usr/bin/env node) made CLI executable - •GitHub Actions CI prevented broken commits

Verification Receipt Automation (Future)
Current Process: Manual (20-30 min per stage)
- •Run checks manually (
npm test -- --coverage) - •Document evidence paths by hand
- •Format YAML by hand
- •Validate schema completeness
Proposed Automation:
# Future CLI tool (not yet implemented) npx verify-stage CODE --project . --output VERIFICATION_RECEIPT_CODE.md # Features: # - Auto-discover evidence paths (test files, build artifacts) # - Parse coverage reports (jest-coverage.json) # - Validate against invariants (INV-001 to INV-042) # - Generate YAML receipt with PASS/FAIL status # - Suggest remediations for violations
Benefits:
- •Reduce verification time from 20-30 min to <2 min
- •Eliminate human error (missing evidence paths)
- •Consistent receipt format
- •CI/CD integration (block PRs if verification fails)
OpenSpec Integration (Spec-Driven Development Framework)
Overview
When a project uses OpenSpec for spec-driven development, the verifier MUST respect OpenSpec artifacts as the primary source of truth. OpenSpec provides:
- •
openspec/changes/<change-name>/proposal.md: Intent contract (replaces PRD) - •
openspec/changes/<change-name>/specs/: Requirements and scenarios - •
openspec/changes/<change-name>/design.md: Technical architecture - •
openspec/changes/<change-name>/tasks.md: Implementation checklist
Detection Logic
Step 1: Detect OpenSpec Project
openspec_detection:
indicators:
- folder_exists: "openspec/" or ".openspec/"
- package_json: "dependencies['@fission-ai/openspec']" exists
- change_folders: "openspec/changes/" contains active changes
detection_result:
is_openspec_project: true
active_changes:
- "add-payment-gateway"
- "implement-dark-mode"
Step 2: Identify Active Change Context
active_change_context:
change_name: "add-payment-gateway"
change_path: "openspec/changes/add-payment-gateway"
artifacts_present:
proposal_md: true
specs_folder: true
design_md: true
tasks_md: true
spec_files:
requirements: "openspec/changes/add-payment-gateway/specs/requirements.md"
scenarios: "openspec/changes/add-payment-gateway/specs/scenarios.md"
OpenSpec-Aware Verification
When OpenSpec is detected, verification logic adapts:
Verification Mapping
| Standard SDLC | OpenSpec Equivalent | Verification Approach |
|---|---|---|
| PRD.md | proposal.md | Verify proposal exists, has intent/scope/approach |
| FEATURES.md | specs/requirements.md | Verify all requirements implemented |
| TEST_PLAN.md | specs/scenarios.md | Verify all scenarios have tests |
| ARCHITECTURE.md | design.md | Verify code matches design decisions |
| Implementation | tasks.md | Verify all tasks checked off |
Template 6: OpenSpec Feature Verification

✅ PASS - Feature fully implemented per OpenSpec change artifacts.
Next steps:
1. Archive OpenSpec change: `npx openspec archive add-payment-gateway`
2. Merge delta specs into main specs: `openspec/changes/archive/`
3. Deploy to production: Ready for release
notes: |
This verification used OpenSpec artifacts as primary source of truth instead of
generating PRD/ARCHITECTURE.md. SDLC swarm supplemented OpenSpec with:
- Evidence-gated validation (this receipt)
- Test generation from scenarios (automated)
- Invariant compliance checking (INV-001 to INV-042)
Example FAIL Receipt (OpenSpec Project)

recommendation: |
❌ FAIL - Implementation incomplete. 3 requirements not met, 1 scenario missing tests, 3 tasks uncompleted.
Next actions:
1. Add localStorage persistence (2 hours)
2. Add system preference detection (1 hour)
3. Add missing test case (30 min)
4. Complete tasks 2.2, 3.1, 3.2 (3 hours)
5. Re-verify after fixes (ETA: 1 day)
Key Differences: Standard vs OpenSpec
| Aspect | Standard SDLC | OpenSpec Integration |
|---|---|---|
| Intent Source | PRD.md (generated by PRD Agent) | proposal.md (from OpenSpec) |
| Requirements | FEATURES.md (from user stories) | specs/requirements.md (OpenSpec) |
| Test Cases | TEST_PLAN.md (from acceptance criteria) | specs/scenarios.md (OpenSpec) |
| Architecture | ARCHITECTURE.md (from Solver Agent) | design.md (OpenSpec) + diagrams (SDLC supplement) |
| Implementation | Code Generator Agent autonomous | Code Generator uses tasks.md checklist |
| Verification | Validate against SDLC artifacts | Validate against OpenSpec artifacts |
| Duplication | None (generates all artifacts) | None (uses OpenSpec, no PRD generation) |
| Workflow | Linear (PRD → Arch → Code → Test) | Iterative (OpenSpec /opsx:ff → SDLC implementation) |
Notes for Verifier
- •Artifact Source Detection: Always check for
openspec/changes/first before assuming standard SDLC structure - •No Duplicate Specs: When OpenSpec detected, DO NOT verify PRD.md/FEATURES.md (doesn't exist, not needed)
- •Respect OpenSpec Workflow: OpenSpec uses
/opsx:new→/opsx:ff→/opsx:apply→/opsx:archive. SDLC inserts at/opsx:applystage. - •Evidence Pointers: Point to OpenSpec artifacts (e.g.,
openspec/changes/add-feature/proposal.md) not SDLC artifacts - •Archive Status: If change in
openspec/changes/archive/, it's completed (don't re-verify) - •Delta Specs: OpenSpec uses ADDED/MODIFIED/REMOVED sections for spec changes (validate format if modifying existing specs)
Summary
The Verifier is the quality gate ensuring evidence-based progression through the SDLC. Key responsibilities:
Verification Approach
- •✅ Evidence-Based Only: No manual assertions, only verified artifacts with concrete file paths
- •✅ Checklist-Driven: 10-20 checks per workflow stage (PRD, Architecture, Code, Test, Deploy)
- •✅ Invariant Compliance: Validate 35 world model invariants, flag violations with severity + remediation
- •✅ Cross-Agent Consistency: SPEC ↔ TEST (user stories ↔ test suites), Architecture ↔ Code (components ↔ modules)
Verification Templates
- •PRD Verification: 10 checks (user stories, NFRs, success criteria, constraints, stakeholders)
- •Architecture Verification: 12 checks (C4 diagrams, ADRs, security, scalability, SPEC alignment)
- •Code Verification: 15 checks (TypeScript strict, tests 80%+, security, error handling, migrations)
- •Test Verification: 10 checks (unit/integration/e2e, coverage threshold, SPEC alignment, edge cases)
- •Deploy Verification: 20 checks (code quality, security scans, staging success, rollback plan, approvals)
Invariant Checking (Examples)
- •INV-001: JWT authentication (check middleware, tests, global application)
