Severity Guidelines
| Severity | Criteria | Examples |

| Blocking | Prevents functionality, correctness, or compliance | Bug, security issue, spec violation |

| Nitpick | Style, preference, minor | Formatting, comment wording |

- •C1: NEVER classify all feedback as blocking — severity inflation reduces effectiveness
